EPA cleanup - what's the public's right to know? by Orlando Salinas, WDBJ TV-7 News (VA) May 12, 2014MONTGOMERY CO., Va. - Experts say cleaning up a federal facility, like the Radford Army Ammunition Plant, so it meets Environmental Protection Agency standards, usually falls under CERCLA. The Comprehensive Environmental Response, Compensation, and Liability Act, better known as Superfund. That Superfund designation forces polluters -- by law -- to notify communities about nearly every step of the cleanup along the way. This story is about 32 lines on a document created by the Environmental Protection Agency. Three words stood out more than all the rest: "Unique Corrective Action." The EPA document headline reads; "Region 3 Develops a Unique Corrective Action Permit for the Radford Army Ammunition Plant." The EPA provided Luis Pizarro from the agency's Land and Chemicals Division. Pizarro said he's handled RCRA issues at the Radford Army plant since 2004.
