Concord: Catellus out of naval weapons station project By Lisa P. White San Jose Mercury News (CA) March 28, 2016 CONCORD -- And then there was one. Catellus Development Corp. is out of the running to develop the first phase of the Concord Naval Weapons Station, leaving Lennar Urban as the city's remaining option. On a 2-1 vote Monday, City Council members rejected Catellus' request to change its term sheet and the negotiating agreement and they agreed to refund the company's $250,000 deposit. In exchange, Catellus will voluntarily withdraw from the master developer selection process and waive any claims against the city. Despite pleas from Concord residents that the council find a way to keep Catellus on board, Mayor Laura Hoffmeister and Councilman Edi Birsan voted against the company.
