Bay County hopes for high appraisal on land near Navy base

PANAMA CITY - Bay County officials hope a new appraisal of land they are trying to sell to the state results in a higher price.

If it doesn’t, taxpayers stand to lose about $1.57 million.

In May 2010, the county spent $2.9 million to purchase 8.44 acres adjacent to Naval Support Activity Panama City from the developers of Barefoot Palms. The military considers civilian encroachment when deciding base cuts, and Navy documents from 2009 and 2010 show the military strongly supported purchasing the land itself. The Navy asked for funding for the purchase but the money never came.

County commissioners made the purchase to reduce the odds of the base closing. They said at the time they wanted to keep someone else from building on the property. They also wanted to keep the 3,100 civilian and military jobs and the base’s $400 million impact on Bay County’s economy.
