Air Force backs away from commitment to pay for contamination to Martinsburg water supply by Matthew Amsted Herald Mail June 9, 2017 MARTINSBURG, W.Va. - The U.S. Air Force has backed away from a commitment to pay for the cleanup of industrial chemicals that apparently migrated from the 167th Airlift Wing base to a groundwater source for Martinsburg's public-water system. Dennis Pinigis of the Air National Guard Environmental Restoration Program told the Martinsburg City Council on Thursday that the Air Force will not reimburse the city for cleanup-related expenses that have already been incurred at the Big Springs water-filtration plant.
