Since the Base Master Plan documents the use, storage, and release of hazardous material at Air Force Superfund sites, doesn’t CERCLA mandate that it be made public?
 
I understand that the DoD mandates that the BMP be updated at least every ten years. And that the "Base Master Plan (BMP), maps, appendixes, and tabs" are historical primary source records that were created and maintained by the various Civil Engineer (CE) squadrons at the base. The BMP documents the CE's hazardous waste management and practices (generators, applications, disposals, releases, and may include compliance with federal, state, and local environmental laws and regulations.)
 
When I searched for the term "base master plan" in the AFCEC CERCLA Administrative Record, there were positive results for almost every Air Force base, but a copy of the BMP is not in any of the CERCLA public records.

3. In keeping with a continuing responsibility of radiological safety, it is imperative that the location of existing sites be identified in the Base Master Flan (Tab C-1) and that a copy of this annotated Tab be provided to the USAF Radioisotope Committee (AFLC/SGFB, Wright-Patterson AFB, Ohio 45433). All available details concerning the construction of the disposal well, waste container, depth of burial, contents, or other applicable data should accompany the Tab C submission. Tab A should be revised to include this historical data.
