Baltimore Mayor Kurt Schmoke to Keynote Conference On Urban
Economic Development ('Brownfields')
WASHINGTON, Feb. 6 /PRNewswire/ -- Baltimore Mayor Kurt Schmoke has
confirmed a keynote role in The Brownfields
Report's March 26-27, 1998, conference entitled, ``Brownfields:
Innovative Tools That Work.'' Brownfields are underutilized,
contaminated properties.
Baltimore was selected as the site of the conference and Mayor Schmoke as
the keynote speaker because his administration has taken a team approach
to urban revitalization and has been successful in demonstrating to
investors that financial rewards are possible through these types of
development projects.
Brownfields revitalization is becoming what policy analysts call a
``mature issue.'' New ideas are proliferating: more cities are
finding innovative ways to attract developers; more developers are
finding new uses for old industrial sites; and state and federal
brownfields programs are being fine-tuned. Increasingly, brownfields are
recognized as realistic and profitable investment opportunities and
critical elements in regional economic revitalization plans across the
country.
Mayor Schmoke will specifically address how his combination of regulatory
reforms, financial incentives, community involvement, and site
facilitation has begun to bring results to Baltimore.
The conference is sponsored by The Brownfields Report, the first
independent publication covering the field, with contributing
support from the Environmental Assessment Association and the National
Association of Housing and Redevelopment Officials. Industry experts from
EPA and the U.S. Treasury Department will discuss tax incentives and other financing tools that
ensure a project's success. On-line services and other cutting-edge
technologies will also be presented.
In addition to Mayor Schmoke, conference speakers include: Sven Kaiser,
U.S. EPA Brownfields Team; Michael Barr, Special Assistant to the
Secretary, U.S. Department of the Treasury; Charles Sullivan, Esq., Acting
Director, Division of Environmental Enforcement and Chief, state
Superfund & Voluntary Cleanup Practice Group, New York State; Andrew
McElwaine, Program Officer & Director of Environment Programs, Heinz
Endowments; Scott Flemming, Senior Environmental Scientist, Barr
Engineering Company; Terrell Hunt, President, Risk International Services,
Inc.; Bob Attwood, President,Resource Control Associates, Inc.;
Claire Lardner, Corporate Counsel, Evans Environmental; Patrick McDevitt,
