Exclusive: S.F. Marina Safeway housing battle escalates as opponents raise contamination concerns

The fight over the proposed Marina Safeway redevelopment has taken a new turn. After unsuccessfully challenging the project’s eligibility for California’s streamlined housing law, neighborhood opponents are now asking San Francisco officials to halt its fast-tracked approval over what they say is an unresolved environmental testing gap.

In an Aug. 11 letter sent to the directors of the city’s Planning and Public Health departments, Stuart Gross, the attorney for several neighborhood groups opposing the project at 15 Marina Blvd., warned that the groups would sue if the city allows the development to proceed through streamlined review without first fulfilling what he contends are its environmental obligations and public health safeguards.

There is no disagreement that contamination exists at the project site and in other pockets of the Marina. The latest dispute is over whether the environmental investigation — which found petroleum hydrocarbons and polycyclic aromatic hydrocarbons in soil and groundwater at levels above applicable screening thresholds, as well as PCE and chloroform in soil vapor, according to Gross’s letter — has gone far enough, and when any necessary mitigation must be completed, for the housing complex to proceed.
