FY2000 BUDGET PROPOSAL
Here is a summary of the Defense Department's fiscal year 2000
Environmental Security budget, including the past two years for
comparison purposes. Note that this table expresses each year in current
dollars. (The constant dollar version would show, for example, a decline
for the Cleanup subtotal between FY1999 and FY2000, because it
calculates in the impact of inflation, while the current dollar version
shows the two figures as equal.)
Many of the categories are relatively stable. However, Base Realignment
and Closure is proposed to fall 47% due to bookkeeping changes,
described in a previous message, which may slow the progress of base
closure cleanup. I don't know the reasons, but Navy Compliance is
supposed to drop 18%, Defense Agencies Compliance is supposed to decline
16%, and Army Environmental Technology expenditures are due to go down
65%. The Air Force actually proposes to zero out its already low
Environmental Technology expenditures (but it may include environmental
research and development within other categories).
