I am a regulator. We are finding that most UXO sites have no fencing at
all. If fences are put in place, they are usually stolen within 1-2
weeks. Barbed wire fencing has been found to be no deterrent whatsoever.
The wire is either cut or simply bent to allow easy access by anyone
interested.
We are currently looking for more effective measures to prevent people
from accessing UXO sites here in California.
