Dec. 5 -- Under fire from states, EPA withdraws brownfields agreement
proposal

Following protests lodged by the Environmental Council of the States,
National Governors Association and others, U.S. EPA withdrew its Aug. 7 draft
Guidance for Developing Superfund Memoranda of Agreement Language Concerning
State Voluntary Cleanup Programs

The governors and other officials charged that the document represents
a federal intrusion on state authority over local brownfields cleanup
