Brownfields are underutilized, contaminated properties. Baltimore was selected as the site of the conference and Mayor Schmoke as the keynote speaker because his administration has taken a team approach to urban revitalization and has been successful in demonstrating to investors that financial rewards are possible through these types of development projects. Brownfields revitalization is becoming what policy analysts call a ``mature issue.'' New ideas are proliferating: more cities are finding innovative ways to attract developers; more developers are finding new uses for old industrial sites; and state and federal brownfields programs are being fine-tuned. Increasingly, brownfields are recognized as realistic and profitable investment opportunities and critical elements in regional economic revitalization plans across the country. Mayor Schmoke will specifically address how his combination of regulatory reforms, financial incentives, community involvement, and site facilitation has begun to bring results to Baltimore. The conference is sponsored by The Brownfields Report, the first independent publication covering the field, with contributing support from the Environmental Assessment Association and the National Association of Housing and Redevelopment Officials.
