Dear Bruce:  Your points are well-taken.  But I
think cost rather than comfort level will drive
much of what the small business does.  How much
can a small business afford to spend in
negotiating with U.S. EPA for a comfort letter?  I
believe only an inexpensive, highly efficient, and
easily understood system will be attractive to the
small business owner.
