For a long time, regulatory agencies, including EPA, dealt with hazardous waste sites without thinking much about their future use. This made most sense of very polluted sites associated with hazardous waste disposal. The thrust of the Brownfields Initiative, as well as US EPA's more recent focus on Recycling Superfund Sites, is to optimize the future use of hazardous waste sites. In this way, Brownfields are a subset of hazardous waste sites.
