Tony,

I signed up on the listserve after the Brownfields '98 Conference, but
never
did any form of intro.  So, here we go:

I (Brooks Koenig) am a Senior Policy Analyst with the Oregon Department
of
Environmental Quality (DEQ).  I lead our Brownfields Workgroup in our
state
cleanup program.

We (DEQ) have a voluntary cleanup program and have been relatively
active in
providing prospective purchaser agreements (over 30).

We've had quite a bit of debate whether to have a brownfields "program"
or
to address brownfields through the existing cleanup programs -- we've
opted
for the latter.  One major concern I have had is the desire for less
protective standards for brownfields.  Oregon has strict, risk-based
standards in statute, but there is great pressure to torque the risk
numbers
so the project is more profitable (or at least profitable enough to
proceed).  Also significant tension as to whether brownfield
redevelopment
will add to community rather than change the community.

Have found the threads on counting b'fields and financing b'fields
helpful
and interesting.

Interests include riding my recumbent bike, kayaking, and training my
Vizsla
puppy.

RE: Introductions Again

Hi Tony.  In response to your request, here is some info you can use for

the newsgroup.  I am a senior policy analyst with the Institute's Urban
Environment Program, and conduct research with my colleagues Ann Goode
and
Charles Bartsch on brownfields, smart growth, transportation, open
space,
housing, and other issues affecting metropolitan competitiveness and
sustainability.  As you may know, the Institute (a non-profit research
group) is affiliated with the House and Senate Northeast-Midwest
Coalitions, which are comprised of lawmakers from the 18 states in the
northeast and midwest regions.  Recently, the Senate Coalition formed a
Smart Growth Task Force to look at the federal government's role in
promoting/impeding smart growth (including brownfield cleanup and
redevelopment), and has held briefings two briefings so far.  The
Institute
has published numerous reports on brownfields, and can be ordered (or
excerpted) via our website (www.nemw.org).

Hi Tony!  My name is George T. Hall and I am a Brownfields Specialist or

Brownfields Coordinator with a program sponsored by a contract with the
city
of Wilmington, DE.  My specific function is to serve as an Information
Provider to the public...the information germane to Brownfields.  I am
essentially a retiree from industry, having worked in the area or
toxicology, health and safety, medical and toxicologoical information,
etc.
I am currently a part-time employee with the Urban Environmental Center
(which is serving as consultant to City of Wilmington).  The Urban
Environmantal Center hired me as their information provider to the
public.

Regarding the process of addressing or contributing to the questions
popping
up on the cpeo-brownfields discussion/chat groups, I simply opt to reply
to
last person commenting and elect to reply to all or reply to sender
only...is this not a desirable means of responding to the chat issues?
Oh,
yes...I like golf and am unable to get to the country club today because
of
rain...and on my first day off in a long while...

I've been training, educating, and writing about brownfields for the
past
three years in the Boston area. Here are a few of the things I've worked

on:

* Organized a conference on the new Mass. Brownfields law for the
Attorney
  General's office.
* Helped design a workshop on working with Licensed site professionals
for
  community development corporations and community organizations
* Wrote Reclaiming Lost Ground,
<http://www.dsni.org/reclaiming_lost_ground.htm>
  a resource guide for community based brownfields development.
* Researched and helped write "Retaking Lost Ground" a multiparty
negotiation
  case to train community stakeholders in the negotiation skills needed
to move
  brownfields forward. (Principal author Robert Burdick.)
* Helped design workshops for a large Brownfields conference on
community
  based brownfields development held at Tufts in the winter of '97.
* Participated in the first Boston EPA brownfields pilot as an advocate
and
  trainer for community stakeholders. Edited newsletter, monitored task
force,
  conducted community visioning process

I've worn several different hats, but I've had the privilege to do most
of
my work with Warren Goldstein-Gelb, either at the Tufts University
Environment & Community Development Program or as a consultant to
Alternatives for Community & Environment. This work has been great for
me --allowing me to combine my interests in community economic
development and the environment, with my
facilitation and training skills. And where else would I get to use
words
like air sparging. Best party trick: reciting CRA brownfields criteria
to
the tune of "The Yellow Rose of Texas."
