In connection with your brownfields interests, the following is a notice of
a special program that links brownfields and growth management - two issues
of increasing concern to localities all around the nation.

JUNE 4-5, 1999, Potomac, Maryland, "28th National Spring Conference on the
Environment: Who Decides How Regional Growth and Development Will Occur? -
Legal Issues and Legal Tools in Harmonizing Growth and Environmental
Protection"

This law and policy conference focuses on the environmental aspects of the
increasingly controversial issues associated with growth management and
"sprawl."  Who is making and who should make important decisions affecting
growth and development?  What are the likely environmental impacts of
development decisions?  Continued economic growth and past development
patterns raise many environmental issues, including the allocation of
resources as metropolitan areas grow outward; the advantages and
disadvantages of concentrating growth in urban cores; the impact of
development on farmers and agricultural lands and vice versa;
transportion and infrastructure issues.

Hear our speakers discuss Maryland's "smart growth" program and other
state initiatives; "takings" implications and environmental justice
impacts of growth controls, and other significant issues.  Engage in
debate and dialogue with legal and policy experts on these important
issues.

Speakers include:
*	State and local government officials from California, Florida,
Maryland, and elsewhere
*	Top representatives of the development sector, the commercial
lending sector, and the environmental non-profit community
*	Regional and national officials of the U.S. EPA

Environmental Law.
