Subject: [CPEO-BIF] Fostering Citizen Participation and Public Scrutiny

Delaware's Department of Natural Resources and Environmental Control has
responded to the public outcry against their failing to disclose
information about hazardous emissions by using the Internet as a public
notice vehicle.

Citizen groups around the nation may find this idea very attractive.
