Eastern Stakeholders' Federal Facilities Land Use Control Forum AGENDA Preliminary Draft Location: Crystal City Marriott Dates: June 18-20, 2000 Sunday 6/18: 3:00pm- 5:00pm General Session Ballroom Room 250 · Welcome and Overview of the LUC Forum (purpose, process, review the agenda for the next couple of days). · Review of the results of the Western Stakeholder Forum · Primer on LUCs: geared for participants who have little experience or knowledge about land use controls and their application at federal facilities · Q&A- other: time for participants to organize and get better grasp of the issues. Monday 6/19: Focus on the National Directions of LUC Policy by Federal Agencies, Regional Offices and State Regulators, and Long Term Stewardship 10:00am-12: 15pm General Session 10:00am Welcome and Introduction 10:10-10:30am Opening Speaker: Tim Fields, Assistant Administrator, U.S. EPA 10:30- 10:45am Overview of the Eastern Stakeholders LUC Forum 10:45- 11:00am Recap of Western Stakeholders forum in San Francisco 11:00 11:30am Community Viewpoint Speaker 11:30 1:00pm Federal Plenary Panel: Federal agency representatives discuss the recent directions of federal policy on LUCs from their respective agencies (both headquarters efforts and the regions). 1:00 - 2:30pm Lunch Topic discussion tables. 2:30 - 5:30pm Afternoon Plenary Sessions Focus on Recent Developments in LUC Research and Practice 2:45 - 4:00pm Regional & States Recent Developments Panel · Information tools · Long-term management/enforcement 4:00 - 4:15pm Break 4:15 - 5:30pm Local Government and Community Recent Developments Panel · Information tools · Long-term management/enforcement 5:30 - 7:00pm RECEPTION (at Marriott Crystal City) Tuesday 6/20: Workability of LUCs in Practice 8:30 - 8:45am Recap of Day One/Preview of Day Two 8:45 - 9:45am Costs and Financing of LUCs Presentation and discussion of cost and financing issuese.g. public and private funding mechanisms, environmental insurance, etc. 10:00 - 10:45am Case Study Overview: Presentation on a recent LUC agreement.
