Brownfields law called toothless

Ohio's voluntary brownfields cleanup program, designed to let owners clean up
their property without fear of penalty, gives polluters too much leeway and
carries almost no enforcement mechanism, according to a study released today by
the Green Environmental Coalition.

State regulators who are supposed to oversee the Volunteer Action Program have
too few resources either to provide meaningful oversight or identify polluters,
said Bruce Cornett, who wrote the report. 

But the biggest flaw may be that owners of polluted property rarely fear what
will happen if they do not participate, Cornett said.
