Division of Land addressed the February 28, 2001 meeting of the Wisconsin

Apparently, the insurance protects only the state and the recipient of the
statutory voluntary party liability exemption which accompanies DNR
issuance of a Certificate of Completion. The insurance coverage does not
extend to third party claims. Furthermore, the insurance is triggered only
where natural attenuation is employed as a regimen for remediating
groundwater contamination.
