ICMA Publishes Guidebook for Local Governments and Communities to Develop
Environmental Justice Policies and Practices 

        WASHINGTON, D.C.-The International City/County Management Association
(ICMA) has published a guidebook for local government officials and community
groups. The guidebook outlines steps that local entities can take toward
developing successful policies and practices to address existing environmental
justice issues in order to avoid future instances.  The publication, entitled
Righting the Wrong: A Model Plan for Environmental Justice in Brownfields
Redevelopment, can be adapted to address a number of service delivery and
social equitability issues. 

Righting the Wrong is the result of a three-year pilot project that involved
the City of Clearwater, Florida, and that city's community groups, two Florida
universities including the University of South Florida's Center for
Brownfields, and Florida A&M University's Center for Environmental Equity and
Justice. ICMA, the City of Clearwater staff, community stakeholders, and the
universities collaborated to identify environmental justice issues within
brownfields neighborhoods in the city. These stakeholders then conducted
outreach and education about brownfields and, environmental justice issues,
solicited widespread participation from community members, and developed an
action agenda that is being implemented to address those issues. 

Clearwater's environmental justice plan is the first of its kind in the nation.
The plan outlines steps for a range of stakeholders groups to conduct outreach
and education, develop consensus, and address the inter-related issues of
environmental justice. The ICMA guidebook, and Clearwater's plan emphasizes the
importance of participation by all stakeholders in the process of addressing
social equitability issues.
