ICMA Seeks Participants for LUC Peer Exchange The International City/County Management Association (ICMA) is seeking local government representatives to participate in a peer exchange to discuss land use controls (LUCs), in April or May 2003. ICMA's peer exchanges are very popular among brownfields practitioners as opportunities to meet and establish relationships with their colleagues from other communities, to learn from their peers facing similar situations, and to share their strategies, successes, and challenges. The emphasis of this type of exchange allows participants to provide lessons for each other and for other communities. Peer exchanges also serve as research venues for ICMA researchers who make information gathered during the peer exchanges available to other brownfields practitioners around the country. In this way, the beneficiaries of the peer exchanges extend beyond the direct participants to other brownfields practitioners. Building on several years of research and collaboration with local, state, and federal government partners, ICMA is studying several different aspects of local government management of LUCs. Specifically, ICMA is researching applications for a model Land Use Control Implementation Plan (LUCIP). ICMA is also researching data management tools that can be used to track LUCs over the long term. In the peer exchange, ICMA will work with a mentor and protege community to examine strategies and challenges to local government implementation, monitoring, and financing of LUCs. The Land Use Control Peer Exchange is an opportunity for representatives with certain LUC interests or problems to learn directly from peers that are addressing similar issues and may have developed innovative strategies to overcome those challenges: · Participants from mentor communities can use peer exchanges to develop their management and outreach skills, bring together local government and community stakeholders to collectively share their experiences and strategies, and gain recognition for their achievements. · Participants from protege communities can acquire valuable technical assistance from mentor communities, learn about approaches that have succeeded as well as those that have failed, and develop their own professional expertise. · All participating communities learn about innovative approaches to LUCs and form working relationships with other brownfields and LUC practitioners. ICMA plans to create an informal network of LUC practitioners from numerous fields of expertise, including local and state government officials, and will relay project updates and other related information through a series conference calls or email bulletins.
