EPA has been very consistent on the guidance it has issued since the passage of the law that brownfield site assessment grantees need to comply with the AAI requirements when performing site characterizations and assessments. The latest prouncement was in the Clarification of the Interim Standards published in the May 9, 2003 federal register (68 FR 24888,24889).
