I wonder who's thinking when Schwarzenegger speaks. The
socio-cultural-economic-political dynamics of brownfields don't change
with the change of incumbent in a political office.

Interesting statement.  California is a leader in environmental
protection, but I believe there is a legitimate concern about impacts
quality of cleanup and community involvement will suffer if the Governor
is too narrowly focused on the dollar, as suggested by his vision of
rapid completion.

However, I do not live in California.  You are a Californian, do you
have any concerns in this arena?

Though Governor-Elect Schwarzenegger of the island of California didn't
say much about the environment, he is circulating an "Action Plan for
California's Environment." Among numerous other statements, it promises:

"Address Brownfield Sites. In addition, my Administration will direct
appropriate agencies to draft a plan to rapidly complete the cleanup of
brownfield sites, especially the thousands of locations with leaking
underground petroleum storage tanks, enabling these sites to be
developed for productive commercial uses."
