(Congress ordered EPA to promulgate a federal standard for AAI under the 2002 Small Business Liability Relief and Revitalization Act.) EDR's The Works package includes current and historical information required by AAI, the process by which a property's potential for environmental contamination is investigated prior to purchase. Conditions of the AAI rule must be met in order to qualify for liability defense under CERCLA. Currently in draft form and expected to become final in early 2005, the AAI rule dictates not only how a Phase I ESA must be performed, but also who can conduct one. While many of the rule's requirements are similar to those of ASTM E 1527-00, widely accepted as the current industry standard, the two differ considerably in several key areas. (To ensure that E 1527-00 will continue to be used after AAI's promulgation, ASTM will revise its standard for consistency with AAI.) A resource participant in the regulatory negotiations process for the AAI rule, EDR has spent the last year keeping abreast of industry developments and updating its reports in anticipation of the impending changes. The Works consists of The EDR Radius Map Report with GeoCheck(r), a map that identifies sites with real or potential environmental issues and helps users determine the direction and velocity of contaminant migration. In addition to ASTM-required databases, the report includes information such as coal gas sites, geologic and soil data, National Wetlands Inventory and much more. The Works also includes the following AAI-required data: * Activity and Use Limitations * Brownfield Registries * Local databases * Tribal data To help satisfy AAI's historical research requirements, The Works includes EDR Sanborn(r) Maps, an EDR City Directory Abstract,(tm) an EDR Aerial Photo Decade Package,(tm) and an EDR Historical Topographic Report.(tm) Douglas Olson, P.E., Phase I department manager for IVI International, an environmental consulting firm, remarked, "The Works package offers the most comprehensive historical and regulatory information available. Using The Works will increase time savings since it eliminates the need to manually research the additional databases as required by AAI. Prior to The Works, our staff was spending between two and five hours abstracting historical information from various government agencies. With EDR's new package, that time has been reduced to the click of a button. IVI can now provide a higher quality report with a faster turnaround time."
