OVERVIEW INFORMATION

FEDERAL AGENCY NAME: U.S. Environmental Protection Agency; Office of
Policy, Economics and Innovation; Development, Community and Environment
Division (DCED).

FEDERAL FUNDING OPPORTUNITY TITLE: Smart Growth and Brownfield
Redevelopment, Request for Initial Proposals (RFIP)

ANNOUNCEMENT TYPE: This is an initial announcement of a funding
opportunity. 

FUNDING OPPORTUNITY NUMBER: SGBF-04. CATALOG OF FEDERAL DOMESTIC
ASSISTANCE (CFDA) NUMBER: 66.611, Environmental Policy and Innovation
Grants, authorized under Delegation of Authority I-47. 

DATES: Initial proposals must be submitted to U.S. EPA by 5:00 PM East
Coast time on August 24,2004. Award announcements are expected to be
made during February 2005. 

EXECUTIVE SUMMARY The Development, Community and Environment Division
(DCED) in U.S. EPA's Office of Policy Economics and Innovation is
issuing this request for initial proposals (RFIP) to support the efforts
of communities to integrate smart growth principles and practices into
their brownfield redevelopment programs, related planning and/or
revitalization activities. This solicitation helps communities encourage
redevelopment of brownfield properties and improve environmental quality
by offering support to reduce regulatory and market barriers and link
redevelopment with open space preservation. Proposals are encouraged in
three categories:
1)Improving the regulatory climate for infill development through smart
growth policy approaches and practices;
2) Improving the market climate for brownfield development through
infill development; and 
3) Linking infill development to open space preservation.

Under this RFIP, DCED will not consider proposals that have a principal
purpose of providing training, research, and technical assistance to
individuals and organizations to facilitate the inventory of brownfield
sites, site assessments, remediation of brownfield sites, community
involvement or site preparation. EPA funds these types of projects only
under the Office of Brownfields Cleanup and Redevelopment's "Brownfields
Training, Research, and Technical Assistance Grants and Cooperative
Agreement Program". See the EPA Brownfields web site for details

proposals for community involvement activities, e.g. neighborhood
planning, community visioning, charettes, etc. associated with the smart
growth redevelopment of infill generally in a city, county, state, or on
tribal lands. 

US EPA expects to have approximately $400,000 available for proposals
under this RFIP for this funding cycle, subject to availability of
funding within the agency's FY 04 budget. EPA expects to award
approximately five to eight assistance agreements under this
solicitation. Applicants are strongly encouraged to submit proposals for
first-year activities for approximately $50,000 or less. Final grants
may be negotiated for budget and project periods of up to three years,
with funding for future years dependent on funding availability, agency
priorities and applicant performance. A ceiling of approximately
$150,000 for a three-year agreement is suggested. US EPA will employ a
cooperative agreement as the funding vehicle. Cooperative agreements
entail substantial Federal involvement in the project.

Substantive involvement may include US EPA review and approval of
project scope and phases; US EPA participation in and collaboration on
various phases of the work; US EPA review of all draft and final
products; approval of the substantive terms of contracts; and regular
e-mail, phone, and conference calls. There are no match or cost-sharing
requirements, and no limitations on the number of applications that an
applicant may submit. Award announcements are expected to be made in
February 2005. EPA reserves the right to reject all applications and
make no awards.
