Superfund site owner to start cleanup Frazer Exton Development, which wants to build a retirement community there, said it doesn't want to wait for an EPA plan. By Benjamin Y. Lowe Philadelphia Inquirer April 15, 2005 The owner of the Cyprus Foote Mineral Co. Superfund site in East Whiteland Township is making plans to clean up part of the abandoned metals processing site and quarry without oversight from the Environmental Protection Agency. Frazer Exton Development L.L.C., which has joined with a developer to build an 800-home retirement community on the 79-acre site, near the intersection of Routes 202 and 30, said it does not want to miss the summer construction season while it waits for the EPA to issue a new plan. The developer, Roskamp Management, said it has deposits on more than 600 housing units so far. Arnon E. Garonzik, president of Frazer Exton Development, said he would file applications for the work with East Whiteland Township and the Chester County Conservation District by the close of business today. "I am confident that any of the issues that are still outstanding will be resolved over the next 60 days," he said. "We are making progress. We all want the same thing." An East Whiteland environmental review board has been wary of the township granting Frazer Exton a demolition permit because the EPA by law cannot monitor it. ...
