The brownfields dilemma: Who pays for cleanup? By LOUIS PORTER, Vermont Press Bureau Rutland Herald (VT) April 19, 2005 MONTPELIER - Everybody wants someone to clean up "brownfields" - places where old manufacturing and repair facilities left contaminated buildings and grounds. Doing so not only removes potential health hazards, it often allows redevelopment in downtown areas and prevents sprawl. But the questions raised at a conference on the issue Monday were: Who would pay for it, and who would accept liability for the property? Developers said they were reluctant to buy the land if they would be on the hook for problems left by previous owners. And state officials at the all-day conference at the Capitol Plaza hotel said money to help with projects was scarce. ...
