IBM emissions from '87 to '93 linked to cancer risk

>From 1987 to 1993, residents in Endicott, Endwell, West Corners and
parts of the Town of Vestal were exposed to airborne emissions from the
IBM factory in Endicott that slightly raised their risk of getting
cancer, according to a study released Tuesday by a federal health
agency.

The Agency of Toxic Substances and Disease Registry, which conducted the
study, said the emissions represented a "low risk" to residents. For
every 100,000 to 1 million people exposed, one person would be expected
to develop cancer, said Greg Ulirsch, a scientist with the agency. This
is a theoretical number used to assess risk. It is not useful in making
connections about actual cancer cases in our area, he added.

The study has not determined risks associated with exposure to plant
emissions prior to 1987, when emissions could have been higher. The
Clean Air Act took effect in 1987, effectively lowering emissions
nationwide. IBM recently gave the agency access to internal documents
that will help them determine emissions and associated health risks
prior to 1987, Ulirsch said.
