Howell ponders redevelopment of FEL site

Controversial redevelopment plans for a so-called brownfields site got
even more controversial at the Aug. 4 Howell Planning Board hearing when
conflict-of-interest allegations against the mayor were made. 

A brownfields designation indicates there is some contamination present
on the property. 

Responding to a member of the public who raised a conflict of interest
flag over his employment history and campaign contributions from
"interested parties" in the matter, Mayor Joseph M. DiBella halted the
proceedings with an offer to recuse himself from any further hearings in
the matter of Frequency Engineering Laboratories (FEL). 

FEL comprises 216 acres fronting Route 547 near Farmingdale. The
property is owned and operated by William Hurley of Allenwood. In May
2001, FEL filed for Chapter 11 bankruptcy. Hurley owes Howell some $3
million in unpaid taxes.
