[CPEO-BIF] All Appropriate Inquiries - EPA Publishes Final Rule

Today U.S. EPA published in the Federal Register the Final Rule,
"Standards and Practices for All Appropriate Inquiries." This is the new
federal standard for Phase One Environmental Site Assessment.
