Lawmakers hope to help renters in spill zone But new laws on Endicott's TCE problem could take years BY TOM WILBER Binghamton Press & Sun-Bulletin (NY) November 2, 2005 ENDICOTT -- Renters being exposed to environmental hazards may get some help from state lawmakers, but it could take years before that help is available. In the meantime, elected officials said they would try to find practical and more immediate answers for Endicott renters unknowingly exposed to chemical vapors from an industrial waste site. "It's clear we are going to have to introduce some legislation for disclosure protection for renters," said Assemblywoman Donna Lupardo, D-Endwell. "These people needed to make an informed decision, and they were not able to do that." Lupardo was responding to a report in Sunday's Press & Sun-Bulletin that showed that systems had not been installed on about 50 properties south of the former IBM factory on North Street to protect people from chemical vapors rising from the ground. The properties include apartments that house low-income families, the mentally ill, the elderly, children and expectant mothers. ...
