DEP lends top staffer to nonprofitBY ALEXANDER LANE Newark Star-Ledger (NJ) March 26, 2006 The state Department of Environmental Protection has lent an employee to a nonprofit group dominated by the types of businesses that seek approvals from the department. The one-year assignment has prompted complaints from environmentalists, who say it blurs the line between regulators and those they regulate. Susan Boyle, a DEP hazardous site manager, will spend 2006 as chief operating officer for the National Brownfield Association, an organization that promotes the redevelopment of toxic sites into housing, hotels and other commercial uses. The job swap came through the state's Employee Interchange Program, which usually lends workers to other government agencies. Boyle is the first program participant since at least 1997, the earliest year for which the state has records, to go to work for a private organization. ...
