Flagstar plans brownfield project for vacant siteEdward L. Cardenas The Detroit News (MI) September 18, 2006 ST. CLAIR SHORES -- A vacant automotive parts shop on the northeast corner of Nine Mile and Harper may become the city's first brownfield redevelopment project under a proposal the City Council will consider tonight. Flagstar Bank is proposing to construct a new building on the site of the former Richards Auto Parts. The bank has purchased the building and submitted redevelopment site plans for the property, according to Liz Koto, St. Clair Shores city planner. When the environmental study of the site was conducted, it showed contamination of the soil. Flagstar has applied to the city for financial help in cleaning up the property. The estimated cost of the environmental cleanup is $168,000. Flagstar is eligible to be reimbursed up to $100,000 through the state brownfield program. Under the program, a portion of property tax revenue generated by the development would be used to reimburse the bank for the cleanup. ...
