Owner blocks DEP at Franklin day care site By Ashley Randazzo Gloucester County Times (NJ) November 30, 2006 FRANKLIN TWP. The owner of the site of a day care center shut by mercury contamination is denying state environmental personnel access to the building. State Department of Environmental Protection officials have assumed cleanup responsibilities for the abandoned Kiddie Kollege property which is surrounded by a fence as a first line of defense against intruders or someone unaware of the contamination on the property. Standing in their way is property owner Jim Sullivan, Inc., which has a lawsuit seeking to hand off the responsibility for the cleanup to the building's previous owners. ...
