Pa. brownfield spending unknownBy Justin Vellucci PITTSBURGH TRIBUNE-REVIEW (PA) December 11, 2006 When Tom Hardy walks the barren Columbus Avenue lot that once housed the American Electric plant in Manchester, he doesn't see four acres of weed-choked pavement, soil possibly contaminated with lead, or the rusted fence that once guarded a factory. He sees opportunity. ... But across Pennsylvania and the nation, the costs and benefits of such "brownfield" development remain unknown. Officials cannot say how many brownfields exist or how much money has been -- or will be -- spent renewing the properties. There's no central clearinghouse for information on the brownfield industry, and a lack of oversight makes public investment tough to tally or interpret. ...
