Mayor: More funding needed Most small communities find the 20 percent share difficult or impossible to obtain. By WILLIAM K. ALCORN December 11, 2006 YOUNGSTOWN VINDICATOR (OH) STRUTHERS — Federal and state programs aimed at reclaiming so-called brownfield property have the right idea, but not nearly enough funding to do the job, Mayor Daniel Mamula says. The EPA's Small Business Liability Relief and Brownfield Revitalization Act was recently extended, as opposed to being reauthorized, for six years at the same funding level of $200 million annually. ... Mamula said the federal brownfield program will fund up to $200,000 to clean up individual sites, but it requires a 20 percent share from the local community. He said that illustrates two basic problems - the amount is inadequate to clean up most sites, and most small communities find the 20 percent share difficult or impossible to obtain. ...
