The private Lake Highland Preparatory School wants to buy nearby city land that sprawls across the heart of the chemical stew, get rid of the poisons and sell off some of the parcel for profit. School and Orlando authorities negotiated privately Wednesday, with both sides still stymied over the value of roughly 25 acres owned by the city and the Orlando Utilities Commission. Whether the figure is a penny or millions of dollars is clouded by potential liability and uncertainty about the severity of contamination. Costs to remove the chemical, a potent industrial solvent called trichloroethene, or TCE, could reach $10 million or more. ...
