From: Evans Paull <epaull@nemw.org> Lenny: Can you send to your list the following: Northeast-Midwest Institute has issued a report that addresses the use of tax increment financing (TIF) for financing brownfields redevelopment. An excerpt from the summary is: The connection between brownfields projects and TIF financing works in certain circumstances, but it could have more widespread application, even reaching some weak-market and upside-down sites, if brownfields financing vehicles were specifically designed to complement TIFs. Several states have taken the lead in structuring such programs, notably Michigan, Connecticut, and Wisconsin. Other states should consider state-facilitated TIF financing as an effective and efficient means to improve their brownfields programs and obtain cleanup-redevelopment results.
