[CPEO-BIF] Lawrence (MA) 155 loft apartments destined for former mill site

October 02, 2007 -- LAWRENCE - The site of a former woolen mill in downtown Lawrence is being cleaned up and redeveloped into residential lofts under a Brownfields agreement between Massachusetts Attorney General Martha Coakley, Secretary of Environmental Affairs Ian Bowles and the site’s developers, Architectural Heritage Foundation and Banc of America Community Development Corporation.

The property, which celebrated its grand opening today, is the historic former Washington Mills Building #1 located at 270 Canal Street in Lawrence, which was contaminated with oil and hazardous materials during its use as a woolen mill, and other industrial uses, since the 19th century. Under the Brownfields Covenant Not to Sue Agreement (Brownfields Covenant), the developers are cleaning up the 2.2-acre property to Massachusetts Department of Environmental Protection (MassDEP) standards and redeveloping the mill building into 155 loft-style apartments. Ten percent of the units are reserved for lower income renters.

“The Lawrence project specifically, and the Brownfields project more generally, represents a new approach to how government and business can work together to improve the lives of others,” said Attorney General Martha Coakley. “Because of the Commonwealth’s progressive approach to Brownfields, and the city’s attitude toward zoning, investors like Bank of America are once again finding this land attractive and through their commitment, and their cooperative efforts with Architectural Heritage Foundation Inc., this building, once a home for industrial machines may now become a home to families.”
