By Margo Rutledge Kissell Dayton Daily News (OH) October 06, 2007DAYTON - The Dayton command of the Salvation Army will break ground Sunday on its multimillion-dollar Ray and Joan Kroc Corps Community Center. The charity recently completed raising $7.5 million locally for the project and will receive $66 million from the national Salvation Army to build and operate the community center on 17.5 acres at Webster and Keowee streets. The property falls within a plume of contaminated groundwater in the vicinity of the Behr Dayton Thermal Products plant, 1600 Webster St. The Dayton command's Maj. Tom Duperree said Salvation Army officials are working closely with Chrysler LLC, which for many years owned the Behr plant site, to remedy the problem. The contamination is caused by trichloroethylene, or TCE, a chemical used as a degreaser that is in the groundwater. TCE fumes have migrated into nearby homes, businesses and schools, creating potentially hazardous vapors. ...
