Worcester the right test bed for development plan Worcester (MA) Telegram Sunday, October 21, 2007 The Patrick administration could hardly have chosen a better test bed than Worcester for its ambitious new economic development strategy. In Worcester last week, Gov. Deval L. Patrick outlined an ambitious plan to ensure the state responds with all prudent speed to development opportunities that arise. Mr. Patrick said that the state is looking for large parcels of industrial land in and around the city to prepare for development. After cleanup, the pad-ready sites then would be available to sell to job- and revenue-producing enterprises looking to locate or expand in Massachusetts.
