If the city of Carlsbad does not act quickly, it could lose a $775,000 federal grant that also comes with a $2 million guaranteed loan The grant and associated loan has been on the city's books since November of 2002 and must be drawn on by September of 2008, said Harry Burgess, city administrator. ...
