City seeks plan for old brownfields Elmira officials want to revive Southside site that was cleaned up. By Ray Finger Elmira Star-Gazette (NY) March 14, 2008 Elmira is getting a $31,850 state grant to come up with a plan aimed at revitalizing a 325-acre area on the Southside that was affected by industrial contamination. The city is one of 53 municipalities awarded funds last week under the state Brownfield Opportunity Area program. The grant was announced Thursday by Mayor John Tonello during Elmira City Council's biweekly workshop. With brownfields in that area cleaned up, a thoughtful long-term development plan is needed, he said. "This is an area that has long been neglected largely because it's hardly usable in its current state," Tonello said. The area is bordered by South Main Street on the west, Erie Plaza on the south, the Chemung River on the north and Spaulding Street on the east. ...
