City prepares for Westport project ROBBIE WHELAN Maryland Daily Record December 30, 2008Down by the Westport light rail stop in South Baltimore, the sound of rattling engines fills the air as backhoes equipped with large magnets sort metal from concrete rubble into huge piles of twisted debris to be reused for construction projects or shipped off to be recycled. Here, on a 50-acre site a short distance from both Interstate 95 and the calm waters of the Patapsco’s Middle Branch, developer Patrick Turner is less than a month away from completing the demolition of a 100-year-old BG&E power station to make way for his $1.5 billion Westport Waterfront project, which he envisions as a “second downtown,” with condos, offices, parks and a hotel. But for the next 18 to 24 months, he said Tuesday, his efforts will be consumed by a massive infrastructure development project. Three weeks ago, Baltimore’s city council approved a plan to issue $160 million in tax-exempt bonds to build roads, extend sewer and power lines, plant trees and grade sidewalks at Westport, in order to prepare the neighborhood for the buildings that Turner intends to start erecting in 2010. ...
