Doubts temper delight over DEP reform Some developers fear site professional program will add costs By Evelyn Lee New Jersey Business May 25, 2009New Jersey's real estate developers are widely applauding the enactment of the Site Remediation Reform Act, which establishes a Licensed Site Remediation Professional Program to accelerate the cleanup process of polluted sites. But with the program still lacking specifics, insiders are concerned some provisions of the legislation could add more costs to the remediation process, discouraging brownfield redevelopment. Under the new initiative, which Gov. Jon S. Corzine signed into law earlier this month, private-sector environmental engineers and consultants will be licensed and authorized to oversee and approve non-sensitive site cleanups - helping clear the agency's backlog of some 20,000 contaminated sites. The state Department of Environmental Protection plans to begin issuing temporary licenses in the fall, and will continue to do so until an independent board is established and begins issuing permanent licenses. ...
