I keep running into sites like this, where schools are being built on or
near shallow plumes of volatile organic compounds (VOCs), with no
reported soil gas testing. That's no good enough. Also, the installation
of a vapor barrier is necessary, but not sufficient for new schools. I
believe passive subslab depressurization should be required, with an
option of going active (installing and turning on blowers) if VOCs are
detected indoors. Indoor air sampling should occur after construction,
before occupancy, and should continue periodically.
This case is in Canada, but the same thing is happening in the States.
