216-unit apartment complex proposed near Five Points Brownfield remediation under way at site By Ron MacArthur Cape Gazette (DE) July 28, 2009The first application for Sussex County's pilot rental program will go before county planners next month. Arbors at Cottagedale, a nine-building, 216-unit apartment project planned for 18 acres near the intersection of Plantation and Shady roads off MacKenzie Way behind The Home Depot would provide 32 below-market rental units to the county program. ...The parcel is on a brownfield site, known as Jackson Pit, yet state officials had no objections to the project during its review under the Preliminary Land Use Service (PLUS) process. "DNREC commends the developer for his intention to place needed multi-family housing on a brownfield site," wrote Kevin Coyle, a Department of Natural Resources and Environmental Control (DNREC) representative. "However, the nature of the site and the proposed use requires continued approvals and monitoring from DNREC. DNREC hopes to continue to work closely with the developer to facilitate the use of this site." ...
