Development's 'contaminated water' noted
Wright Twp. subdivision linked to people involved in the ongoing Luzerne

County corruption probe.

WRIGHT TWP. - The lone homeowner in a townhouse development once known 
as The Sanctuary said he doesn't want anyone else to fall victim as he 
did, and he wants to know who in Wright Township is responsible for 
making that protection happen.

Nick La Rosa, who owns and lives in the only completed house in the 
development that has since been renamed Whispering Ridge, brought his 
concerns before the regular meeting of the township planning commission 
Tuesday night.

"There is TCE (trichloroethylene) in the underground water, and there is

no question (the developers) knew it," La Rosa said. "Who in Wright 
Township protects the interests of the residents?"

Yesterday, at the Brownfields conference in New Orleans, we had a lively

panel discussion that addressed, among other things, state requirements 
for public disclosure and involvement under voluntary cleanup programs? 
When (if ever) do members of the public - particularly site neighbors - 
learn about releases of hazardous substances? Are regulatory 
requirements met?

Tell the list what happens in your state.

we had some interesting comments from attendees.

For example, we were told the Minnesota requires consultants to provide
notice of the discovery of contamination to the state regulatory agency.


A person from Utah indicated that phase 1 reports generated in the
voluntary cleanup program  are uploaded to a website so they can be
reviewed by the public. 

A representative of the Milwaukee also said that the city has a "Do Not
Acquire" designation that it maintains when it finds contamination on
tax defaulted properties. He also indicated that this public designation
has not been known to stigmatize properties.
