The Market fundamentalists would say the market will fix the problem by
eventually eliminating the incompetent consultants. But until that
time, the public health could be at risk.
Clients hiring EPs for $700 pretty much know what they're getting especially since lawyers like barry and I frequently warn them about such shops. I think the most efficient way to address the problem and thereby reduce demand for the commodity shops by penalizing the clients who hire them. Check out the $14M lawsuit just filed by Lowe's againsta consultant who failed to flag PCB contamination at a former junkyard. The soil was dumped at an adjacent property increasing cleanup costs and the store opening has been delayed four years! This is what happens in the real world because of the "dummed down" EP definition and clients hiring consulants offering low ball bids.
