Zinc brownfield gets DEP permit
Developers can add soil to elevate the Palmerton site.

The state on Monday gave developers in Carbon County a permit to move forward with a plan to elevate the West site of the former New Jersey Zinc plant in Palmerton by adding millions of tons of dirt.

Eventually Northface Development would like to build a business park on the land, which although contaminated from years of industrial activity was never designated a Superfund site. Northface is working with Phase III Environmental to prepare the site.

The Department of Environmental Protection permit means Phase III can bring in from construction sites four to six million tons of soil that includes enough contaminants to fall under DEP rules for "regulated fill." The soil will raise the site's elevation 10 to 15 feet.

Back in April it looked doubtful that Phase III would get permission to bring in the regulated fill because the company wanted to use soil with too many contaminants. After receiving a sternly worded letter from the state, Phase III promised to use only fill that meets the standards.
